The Workforce Development Policy Committee (WD) has lead responsibility in ADCS for issues relating to:

  • Professional standards and registration
  • Training and qualifications frameworks
  • Workforce planning
  • ADCS representation and links with national regulatory and training bodies.

The Committee links closely with the various regional ADCS groups to identify new and emerging practice and assesses the impact of ongoing public services reforms in all areas relevant to children’s services, including education, health, safeguarding, social care and family justice.


Rachael Wardell has been West Berkshire Council’s Corporate Director of Communities since March 2013. In this role Rachael oversees the design and provision of services for children, young people, adults plus housing in the borough.

Prior to joining West Berkshire she spent three years at Wokingham Borough Council as Assistant Director in Children’s Services and seven years with Ofsted holding a variety of roles in early years and children’s social care teams.

Rachael has a longstanding interest in workforce development within professional disciplines and across the wider workforce and leads on children’s and adults’ workforce development for the South East region’s ADCS and ADASS groups.

Rachael is trained in restorative and dialogic practices and in solution focused coaching. She is a co-opted board member of the Virtual Staff College (VSC) and also chairs the National Leadership Forum. She became chair of the Association’s Workforce Development Policy Committee in spring 2015.
